ROLE SUMMARY

The Manager Legal Services is responsible for management of Legal Services function, advising and managing all legal matters affecting the Organization.

The successful candidate shall be engaged on a five-year contract, renewable subject to performance and retirement age.

KEY RESPONSIBILITIES

i. Interpreting Laws governing the Organization’s operations and giving appropriate and timely legal advice to the Management.;

ii. Interpreting relevant regulatory Legal framework for the better implementation of the Organization’s mandate.

iii. Representing the Organization in court or other judicial, quasi-judicial proceedings or other legal fora.

iv. Drafting, vetting and reviewing of Contracts, leases, Service Level Agreements, Memorandum of Understanding and other legal documents to ensure compliance to statutory requirements and the policies.

v. Coordinating and liaising with the external advocates, Attorney General, law enforcement agencies and stakeholders on all legal matters.

vi. Facilitating Legal Compliance Audit to confirm compliance with relevant statutory requirements.

vii. Review of legislation governing the operations of the Organization.

viii. Identify risks, maintain a register, review and implement risk mitigations.

ix. Develop, monitor and report on the divisional workplan and performance targets.

x. Develop, monitor and ensure prudent utilization of the divisional budgets.

xi. Develop and monitor implementation of the procurement plan.

xii. Comply with laws, regulations, standards, internal policies and procedures.

xiii. Mentoring and coaching staff.

xiv. Prepare and submit timely reports and information for decision making.

xv. Any other duties as may be assigned from time to time.

 

REQUIREMENTS FOR APPOINTMENT

i. Bachelor of Laws Degree from a recognized institution.

ii. Master of Laws Degree from a recognized institution.

iii. Post Graduate Diploma in Law from the Board of Legal Education.

iv. Advocate of the High Court of Kenya.

v. Member to the Law Society of Kenya.

vi. A current practicing certificate.

vii. Member of Certified Public Secretaries of Kenya (ICPSK)

viii. Management course lasting not less four (4) weeks.

ix. At least ten (10) years’ work experience four (4) of which must be at Management level

x. Proficiency in Computer Applications

xi. Fulfil the requirements of Chapter 6 of the Constitution

vii. A valid Certificate of Good Conduct from the Directorate of Criminal Investigation (not more than 6 months)

viii. A current application for clearance from the Ethics and Anti-Corruption Commission
