Job Description

ROLE SUMMARY

The Supply Chain Management Officer is responsible for inventory control, procurement, custody, physical distribution, utilization, verification, write-off and disposal of stores, custody of movable property, prevention and detection of losses.

 

KEY RESPONSIBILITIES

(i) Preparing and processing tender and quotations documents as per approved procedures.

(ii) Providing secretariat services to opening, evaluation and disposal Committee.

(iii) Submitting requisite documents to facilitate preparation of contracts and agreements in accordance to tender provisions.

(iv) Participating in carrying out all activities involved in sourcing suppliers, procurement, quality assurance activities.

(v) Participating in consolidating, compiling and evaluating procurement requirements from units.

(vi) Monitoring consumption of materials and advising on fast moving, slow moving and obsolete materials to facilitate replacement and/or disposal.

(vii) Participating in scheduling procurement in line with the budget.

(viii) Participating in ensuring that Best Practices are employed in the supply chain management.

(ix) Participating in facilitation of prompt and accurate delivery of goods, services or equipment following the award of tenders or orders.

(x) Participating in ensuring goods purchased meet quality specifications.

(xi) Participating in receiving and reviewing requisition for accuracy and completeness.

(xii) Maintaining of accurate purchasing records.

(xiii) Participating in seeking relevant quotations and raising LPO or obtain cash to do the actual purchase.

(xiv) Participating in preparing tender schedules before awarding of local purchase orders, and local service orders.

(xv) Conducting market research and surveys. and

(xvi) Coordinating periodic stock taking, control, audit and interpreting the reports.

(xvii) Participating in preparing the procurement plans

(xviii) Identify risks and report risk related incidents

(xix) Assist in the preparation and implementation of divisional workplan, and budget

(xx) Develop, monitor, and report on individual performance targets.

(xxi) Comply with laws, regulations, standards, internal policies, and procedures.

(xxii) Prepare and submit timely reports and information for decision making.

(xxiii) Any other duties as may be assigned from time to time.

 


 

REQUIREMENTS FOR APPOINTMENT

i. Bachelor’s degree in any of the following disciplines: - Procurement and Supply Chain Management, Purchasing and Supplies Management, or equivalent qualifications from a recognized institution.

ii. Qualification in Chartered Institute of Procurement and Supplies (CIPS) professional stage.


iii. Membership in good standing in relevant professional body

iv. At least four (4) years’ work experience

v. Proficiency in Computer Applications

vi. Fulfil the requirements of Chapter 6 of the Constitution

vii. Good Communication and interpersonal skills

vii. A valid Certificate of Good Conduct from the Directorate of Criminal Investigation (not more than 6 months)

viii. A current application for clearance from the Ethics and Anti-Corruption Commission
