Job Description

ROLE SUMMARY

ICT Manager is responsible for adoption and implementation of effective strategies for the deployment of ICT infrastructure, software, service delivery, business process continuity/disaster recovery and information security.

The successful candidate shall be engaged on a five-year contract, renewable subject to performance and retirement age.

KEY RESPONSIBILITIES

i. Advising the Management on ICT systems and infrastructure.

ii. Ensure Development and implementation of ICT Departmental plans, policies, systems, norms and procedures and coordinate preparation of annual Departmental Performance Contracts.

iii. Coordinate carrying out annual systems audit to ascertain the level of technology adoption at the Fund.

iv. Ensure Monitoring and evaluation implementation of ICT systems and staff performance contracts.

v. Approving technical specifications for all ICT equipment. ensuring standards for Voice, Radio, Video and Data communications/IT networks for all offices/stations of the Fund.

vi. Providing technical leadership and guidance on matters pertaining to ICT as necessary and ensuring timely delivery of projects.

vii. Ensure formulation of ICT systems design standards and ensure that they are adhered to.

viii. Supervising and providing guidance to procure ICT consultants, implementers and suppliers.

ix. Managing human, financial and material resources assigned to the department.

x. Providing advisory functions to top management on all matters relating to the implementation of ICT systems. and

xi. Developing clear procedures on the distribution and issuance of ICT resources.

xii. Identify risks, maintain a register, review and implement risk mitigations.

xiii. Develop, monitor and report on the divisional workplan and performance targets.

xiv. Develop, monitor and ensure prudent utilization of the divisional budgets.

xv. Develop and monitor implementation of the procurement plan.

xvi. Ensure compliance with laws, regulations and standards.

xvii. Mentoring and coaching staff.

xviii. Prepare and submit timely reports and information for decision making.

xix. Any other duties as may be assigned from time to time

 

REQUIREMENTS FOR APPOINTMENT

i. Bachelor’s degree in any of the following fields:- Computer Science, Information Science, Information Communication and Technology or any other relevant, related and equivalent qualifications.

ii. Masters’ degree in any of the following fields:- Information Science, Information Communication and Technology or any other relevant, related and equivalent qualifications.

iii. Member in good standing of a recognized professional body

iv. Professional ICT Certification such as CCNA, MCITP, PMP or any other relevant qualification from recognized institution.

v. Management course not lasting four (4) weeks from a recognized institution.

vi. At least ten (10) years of relevant work experience four (4) of which must be in management in the public service or private sector.

vii. Competency with systems and network administration and computer applications (WAN, LAN, E-mail infrastructure).

viii. Proficiency in Computer Applications

ix. Fulfil the requirements of Chapter 6 of the Constitution

x. Good communication and interpersonal skills
