Job Description

ROLE SUMMARY

The Human Resource & Administration Manager is responsible for the management of the Human Resources function, including formulation, periodic review and implementation of HR policies. The Manager will also be in charge of maintenance of effective harmonious relations and effective administration of general support services, security issues and insurance requirements.

The successful candidate shall be engaged on a five-year contract, renewable subject to performance and retirement age.

 

KEY RESPONSIBILITIES

i. Developing, reviewing, and implementing Human Resource policies, and other guidelines.

ii. Developing Human Resource Plans

iii. Coordinating and monitoring staff recruitment, induction, probation, and confirmation of appointments.

iv. Establishing and sustaining the organizational culture and climate in which employees have the competence, concern, and commitment to serve customers well.

v. Championing people management issues such as disciplinary issues and staff welfare about Labour laws and market dynamics.

vi. Advising management on all issues relating to Human Resources, Administration and Record Management.

vii. Provision of administrative support, which includes maintenance of staff records, payroll administration, leave administration, security, general administration services, processing of staff benefits, medical policy, insurance, and management of retirement benefits scheme.

viii. Implementing and managing the performance management system and ensuring its effective execution through the line managers.

ix. Managing an efficient and effective staff medical scheme and other benefits.

x. Developing and implementing the Annual Training Plan

xi. Managing confidential and employee records, benefits, and payroll administration

xii. Oversee the General Administration functions of the Organization to ensure smooth and orderly operations.

xiii. Formulate and implement the Administration and Records Management procedures, strategies.

xiv. Develop and implement the Human Resource & Administration Division Plan.

xv. Develop and implement an effective reward system, remuneration policies and strategies.

xvi. Ensure compliance with all the statutory and regulatory requirements relating to Human Resource.

xvii. Oversee regular performance appraisals for all employees as per the Organization’s regulations.

xviii. Develop and implement the safety and disaster preparedness manual for the organization to guide the safety of staff, premises/offices in the headquarters and the regional offices.


xix. Develop and implement policies and manual to enforce adherence to the National Archives and Documentation Act for the registry department.

xx. Identify risks, maintain a register, review and implement risk mitigations.

xxi. Develop, monitor and report on the divisional workplan and performance targets.

xxii. Develop, monitor and ensure prudent utilization of the divisional budgets.

xxiii. Develop and monitor implementation of the procurement plan.

xxiv. Ensure compliance with laws, regulations and standards.

xxv. Mentoring and coaching staff.

xxvi. Prepare and submit timely reports and information for decision making.

xxvii. Any other duties as may be assigned from time to time

 

REQUIREMENTS FOR APPOINTMENT

i. Bachelor’s degree in Human Resources Management or Social Science, or any other relevant qualifications.

ii. Master’s degree in Human Resources Management or Social Science, or any other relevant qualifications.

iii. Professional qualification and Membership in good standing of a relevant professional body

iv. Holder of a valid Practicing Certificate.

v. Management course lasting not less four (4) weeks.

vi. At least ten (10) years’ work experience four (4) of which must be at Management level

vii. Proficiency in Computer Applications

viii. Fulfil the requirements of Chapter 6 of the Constitution

ix. Good communication, interpersonal and people skills
